  • 11:00am Attorney General reception, second floor south Statehouse wing.
  • Noon Memorial Ceremony, second floor Rotunda followed by the wreath laying ceremony at the Memorial Monument.
A luncheon sponsored by the Topeka FOP chapter will follow the wreath laying ceremony.

The Kansas Law Enforcement Memorial is located on the northeastern corner of the state capitol grounds.

The memorial honors law enforcement officers, who by virtue of their commitment to uphold the law and protect the citizens of Kansas, gave their lives in service to the people of this state.

2021 Law Enforcement Deaths
In 2022, the names of 619 officers were added to the memorial. This includes 472 officers who were killed during 2021 (319 fatalities were COVID-19-related). An additional 147 officers died in previous years (before 2021). 
2020 Law Enforcement Deaths
The names of 362 officers who died last year were added to the National Law Enforcement Officers Memorial. 234 died of COVID-19. The second leading cause of death was gunfire (45 officers) followed by automobile crash (19), and vehicular assault (13). Other causes of death included 9/11 related illness and medical emergencies such as heart attack.

According to the Kansas Highway Patrol, a vehicle driven by 28-year old Kelvin W. Burgett of Prescott Valley, Arizona, was driving westbound on 29th St. North when he failed to yield at a stop sign at 135th St. west and struck Deputy Sidnee Carter's vehicle on the driver's side.

Deputy Carter had been with the Sedgwick County Sheriff's Office Detention Facility for a year and a half before transferring to the Law Enforcement Bureau earlier this year. She had graduated from the Law Enforcement Academy on July 21, 2022.

Sheriff Allan Weber, Gove County EOW 12/18/2020
Sheriff Weber was the sheriff in Gove County for the last two-plus decades. He had served two terms as the President of the Kansas Sheriffs Association. Weber had been hospitalized in Denver since Oct. 18 because of respiratory issues associated with COVID-19. An escort by Colorado and Kansas law enforcement returned Sheriff Weber to Gove County on December 19.

Allan will be missed by many including his family, the Gove County community, and Kansas law enforcement. Rest in Peace our friend.

Deputy Corporal Abramovitz, age 59, died Friday, Ocotber 30, 2020, from injuries received in a motor vehicle accident at 211th Street and McIntyre Road in Leavenworth county. He was on duty and driving an unmarked sheriffs vehicle at the time of the crash. Abramovitz served on the Leavenworth County Sheriff’s Office for 26 years and planned to retire next year on March 1. He is survived by his wife and three adult children.

Officer Mike Mosher, age 37, died at a hospital after being shot by a hit and run suspect Sunday afternoon, May 3, 2020. Officer Mosher is survived by his wife and daughter. He was the President of the Overland Park FOP Lodge #21.

The suspect died at the scene.

May 9, 2016
Kansas City Kansas PD Det. Brad Lancaster was shot and killed in Kansas City, KS, near the Kansas Speedway on May 9, 2016, by Kansas Parolee Curtis R. Ayers. Ayers was apprehended in Kansas City, MO, after being wounded in a shootout with KCMO police following a pursuit. Det. Lancaster is survived by his wife and two daughters.

Topeka PD Cpl. Jason Harwood

September 7, 2014
Not quite two years after Cpl. David Gogian and Officer Jeff Atherly were gunned down in Topeka, Cpl. Jason Harwood was shot and killed during a car stop near 6th and Deer Creek Parkway. Once again the people of Topeka rallied behind their Police Department through acts of respect, sympathy, and support.  Following a heartrending service, the lengthy motorcade traversed five miles of city streets lined by flag bearing citizens showing their final respects for the fallen Topeka PD officer. Cpl. Harwood began his tour of duty on June 28, 1999, fulfilling a lifelong goal of becoming a police officer. Jason leaves behind a wife, Lori, and two sons, Tyler and Lawson. Jason's twin brother, Jeremy, is a KHP Trooper. Words cannot express the emotions of today.

Rest in peace my friend. You have served your community and your profession with honor, commitment, and compassion.

December 16, 2012
Two very moving services for our fallen Topeka PD officers today. Both clearly very dedicated to their community and to the people they serve. One citizen arose out of the crowd and spoke about how Cpl. Gogian had saved her life from a suicide attempt and how other contacts she had with him led to advice that changed her life. Very powerful. Words cannot express the emotions of today.

Rest in peace my friends. You have served your community and your profession well.
