I prepared a summary listed in order of section number which you can download here. The issues directly relating to law enforcement are in bold, but other areas are also of interest to us.
HEARINGS WILL START ON MONDAY, FEBRUARY 1.
Some things to note:
- The provision about training law enforcement officers who are assigned to schools is pretty generic. There are no mandated number of hours, just that officers have to receive training on certain topics related to juvenile justice issues.
- There is also a provision requiring schools, law enforcement, and others to work together at the community level to assure school issues are handled internally where appropriate and avoid taking those issues to the juvenile system when possible.
- The sections of the bill also has varying effective dates. This is an attempt to assure programming and other preparatory steps are in place before mandating we are required to use them for the juvenile offenders.
- I am interested in any feedback on concerns so I can convey them to the committee.
