[Added 5/5/15] RESPONSE TO DAVID POTE'S COMMENT:
HB2426 does not amend any KP&F statutes. Section 1 does not include the KP&F statute references. Section 2 amends the definition of "compensation" in the general KPERS statutes and since the KP&F definition statute does not include its own definition of "compensation" it is my belief the KP&F statutes would revert back to the general KPERS definition. Based on that analysis, it is my opinion HB2426 section 2 would include KP&F, but section 1 would not. I will contact KPERS and see what their take is on it. There is no state provided summary or explanation of the bill since it has not had a hearing. Excellent question, thanks for posting it.
